Beluzian RP Law Codification Act: http://classic.particracy.net/viewbill.php?billid=548169
Section 1.) RP laws passed by Beluzia shall be put under permanent debate by the introducing party after passage.
Subsection a.) The standard title for this category of bills shall be "RP Approved:" preceding the name of the law.
Section 2.) Upon a new election, someone shall incorporate the text of the RP Approved bills with the already codified laws into resolution in the under debate area.
Section 3.) The new edition of the codified laws shall be titled "Beluzian RP Code xxxx (Do Not Delete)", wherein "xxxx" shall be the current year
Section 4.) The old code of laws shall be deleted upon creation of the newest, along with the RP Approved resolutions.
Section 5.) if no RP laws have been created since the last code to the new election, then it is not necessary to update the code.
Section 6.) parties may not use this time to attempt to repeal an RP law.
Effective: This bill shall become effective upon passage and give the Republican Renewal party the authority to create an updated code of laws, the effective section of this bill shall not be considered relevant for any other purposes.

The following section shall only apply to forming a cabinet withing a presidential system:

1.) After the election The President's party and the largest party in the congress may propose a cabinet, if they are from different parties.
2.) If the president's party also controls the largest party in the congress, then the largest party not belonging to the president may
propose a cabinet along with the president himself.
3.) The parties may only support one of the cabinet proposals and must vote against the other, or vote against both.

Sec. 1.) All Emergency powers previously granted or implied shall be repealed.
Subsection a.) This section shall not be interpreted to constrain any powers contained or implied in the Beluzian Constitution or in
any RP Constitution that may be established at a later date.

Sec 2.) Any Military or Police action that is done by a government member in violation of constitutionally afforded powers shall be
deemed illegal.

Sec. 3.) Violation of this law shall be determined by a majority vote of the congress, except as provided for in Section 8.
Sec. 4.) Upon conviction of this law, new elections shall be held if the convicted was the president or is of the president's party.
Sec. 5.) If the convicted was a member of the cabinet, then a new cabinet shall be composed wherein the party of the convicted minister may not hold a seat.
Subsection a.) If the National Congress shall fail to create a cabinet 3 times, new elections shall be held.
Sec. 6.) All sanctions contained within this bill shall expire after a new election.
Sec. 7.) This law not apply to any actions done by Paramilitaries, unless such actions constitute Civil War as determined by a majority vote of the Congress, except as provided for in Section 8.
Sec. 8.) If any majority (Meant to say party) shall constitute a majority by itself, then all votes described in this act shall require a 2/3rd vote.

Section 1 (Forming a Government in a Parliamentary System)
..1) The process of forming a government will begin after an election.
..2) The largest party will have the first opportunity to propose a government.
..3) If the first government does not pass, the largest party will gain a second chance to propose another government.
..4) If said government fails, than the second party will gain two chances to form a government in accordance with the details above.
..5) If both of the second party's government fails, the responsibility will fall to the next largest party.

..4) If said party fails, the responsibility of forming a government falls to the largest party in the National Congress to which the President does not belong.
..5) If the National Congress fails to pass a government, than there must be an election.
..6) This section act will only be enforced when the Head of State and Head of Government are the same official.

.Section 3 (Vice President)
..1) After an election, the President will appoint a Vice President.
..2) The Vice President must be from a different party than the President.
..3) The President will submit his appointment to the National Congress in a resolution.
..4) If the office of Vice President becomes vacant in the middle of a term, then the President must submit their nominee to the National Congress in a resolution which must pass by a plurality of votes.

.Speaker 4 (Speaker of the National Congress)
..1) The Speaker presides over the Congress’ debates, determining which members may speak.
..2) The Speaker is also responsible for maintaining order during debate, and may punish members who break the rules of the Congress.
..3) Any party with seats in the National Congress can can for Speaker elections.
..4) The National Congress will determine how to elect the Speaker.

.Section 5 (Line of Succession)
..1) The Vice President assumes powers of the President when the President dies, resigns, or becomes incapacitated.
...a) If the President dies or resigns, the Vice President becomes the President.
...b) If the President becomes incapacitated, than the Vice President becomes Acting President until the President can recover.
..2) If the office of Vice President becomes vacant, the line of succession is as follows:
...a) Speaker of the National Congress
...b) Minister of Foreign Affairs
...c) Minister of Internal Affairs
...d) Minister of Finance
...e) Minister of Defense
...f) Minister of Justice
...g) Minister of Infrastructure of Transport

..1) Whenever the President transmits to the Minister of Foreign Affairs and the Speaker of the National Congress their written declaration that they are unable to discharge the powers and duties of their office, and until they transmit to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President.

.Section 7
..1) Whenever the Vice President and a majority of the cabinet transmit to the Speaker of the National Congress and the National Congress that the President is incapacitated, the Vice President will become Acting President.
..2) Thereafter, when the President transmits to the Speaker of the National Congress in their written declaration that no incapacity exists, shall be reinstated with their presidential powers and duties.
..3) This can be overridden by the Vice President and cabinet.
...a) If said possibility arises, the Vice President will remain Acting President.
...b) The National Congress will then assemble after 48 hours. If 2/3 of the National Congress believes the President is still incapacitated, than the Vice President will remain Acting President.
...c) If the National Congress fails to reach a 2/3 majority, the President will be reinstated with their presidential powers and duties.
