Article 1 - Internal Security & Counterinteligence Bureau - Biuro Bezpieczeństwa Wewnętrznego i Kontrwywiadu (valruzian abbreviation BBWK or BBWiK) 1. About BBWiK is the main agency of internal security in Valruzia. BBWiK is responsible for analyzing, reporting and preventing threats to Valruzian internal security. 2. Detailed tasks of BBWiK include: - Recognizing, preventing and fighting threats to security of the State and its constitutional order, especially in its sovereignty, international position, independence and inviolability of its territory. - Recognizing, preventing and fighting crimes (and pursuing its perpetrators): -- of espionage, terrorism (including cyberterrorism), violating the state secret and other crimes violating the national security -- reigning in economical security of Valruzia -- corruption in public institutions -- in terms of production and turnover of goods, technologies and services of strategic importance --illegal manufacturing, ownership and turnover of weapons, ammunition, explosive materials, means of mass destruction, drugs and psychotropic substances - acquiring, analyzing, processing and transmitting to responsible authorities information of great importance to Valruzian internal security and constitutional order 3. BBWiK structure is as follows: -Departament Bezpieczeństwa Teleinformatycznego- ICT Security Department -Departament Kontrwywiadu- Counterintelligence Department -Departament Ochrony Informacji Niejawnych- Department of Classified Information Protection -Departament Wsparcia Operacyjno-Technicznego- Department of Operational and Technical Support -Departament Bezpieczeństwa Wewnętrznego- Department of Internal Security -Departament Zwalczania Terroryzmu i Zagrożeń Strategicznych- Department of Fighting Terrorism and Strategic Threats -Departament Prawny- Legal Department -Departament Badań Kryminalistycznych- Department of Criminal Investigation -Departament Finansów- Department of Finances -Departament Kadr- Personnel Department -Departament Logistyki- Department of Logistics -5 Biur Terenowych- 5 Field Bureaus in each Voivodeship's Capital -Centralna Placówka Szkoleniowa w Szarym Kamieniu- Central Training Facility in Szary Kamień 4. Subordination BBWiK is a government institution. Its activities are supervised by the College for Special Services. The Head of BBWiK is responsible directly to the Prime Minister. Article 2 - National Intelligence Agency - Narodowa Agencja Wywiadu (valruzian abbreviation NAW) 1. About NAW is a Valruzian intelligence agency, tasked with gathering public and secret information abroad for Republic of Valruzia. 2. Detailed tasks of NAW include: - Obtaining, analyzing, processing and forwarding information that may be significant to the security and international position of the Republic of Valruzia, as well as to its economic potential - Recognizing and counteracting external threats to the security, defense, independence and inviolability of the Republic of Valruzia - Protecting foreign diplomatic missions of the Republic of Valruzia and their officials from the activities of foreign intelligence services and other activities negatively that may affect the interests of the Republic of Valruzia - Ensuring protection of cryptographic communication with the Valruzian diplomatic missions and consulates - Recognizing international terrorism, extremism and international organized crime groups - Recognizing international trade in weapons, ammunition and explosive materials, narcotics, psychotropic substances, as well as in goods, technologies and services of strategic importance to the state's security, recognizing international trade in weapons of mass destruction and threats related to the proliferation of those weapons and their carriers - Recognizing and analyzing threats occurring in the regions of tensions, conflicts and international crises that influence exert on the state's security, as well as actions undertaking aimed at eliminating those threats 4. Structure -Departament Wywiadu Zagranicznego- Foreign Intelligence Department (Divided into cells focused on espionage in specified region/country) -Departament Bezpieczeństwa Dyplomatycznego- Department of Diplomatic Security -Departament Wywiadu Elektronicznego- Department of Electronical Intelligence -Departament Kryptograficzny- Department of Cryptography 5. Subordination NAW is a government institution. Its activities are supervised by the College for Special Services. The Head of NAW is responsible directly to the Prime Minister. Article 3 - College for Special Services - Kolegium d.s. Służb Specjalnych (Hereinafter referred to as "Kolegium") (valruzian abbreviation KSS) 1. About Kolegium is an advisory body in terms of oversight and directing actions of special services, like BBWiK, NAW, and any other special service, which is going to be established. 2. Tasks -Coordination of activities of special services, and coordination of their activities with Police and Armed Forces -Appointment and dismissal of the Heads of BBWiK and NAW -Establishing and introducing changes in the budget of BBWiK and NAW -Oversight and evaluation of the activities conducted by BBWiK and NAW 3. Members -Chairman- Prime Minister of the Republic of Valruzia -Secretary of the Kolegium -Minister of Internal Affairs -Minister of Foreign Affairs -Minister of Defense -Minister of Finance -Head of BBWiK -Head of NAW -Representative of the President |
