| To the almighty Selucian senate, Selucia has a strong economic power and is recognized as a military middle power in comparison with the rest of Terra. The Fascist Regime and Selucian Right Wing Alliance are looking to advance Selucia's military strength, and will aim to advance Selucia's military standing to that of a regional power in the coming years. We will be doing this by allocating the defence funds with the purpose of empowering the Seulican Armed Forces. Romanus Narcissus of Capitalismi Motus Modern, the minister of finance, passed a budget proposal in the year 4309. We are now 7 years down the line, and have not taken full advantage of this increased funding. This additional ready money has been stockpiling up in the past few years, creating a massive surplus, and now amounts to a total of 455,000,000,000 SEN. We wish to capitalize on this surplus. The 455,000,000,000 SEN will be used to significantly strengthen the Selucian Armed Forces, consisting of the Selucian Army, Selucian Navy and the Selucian Air Force, and its position on the world stage. This spending will be run and monitored by the minister of defence, Flavius Titus Gaius Cassian of the Fascist Regime, and will focus on the Selucian provinces Occidentria and Marestella, with slight assistance to the capital-holding province, Cor Patriae. In Occidentria, the plan is to establish two naval bases on the Northern and Western coasts. The Northern naval base will overlook the Straight of Corgana while the Western base will operate in the interest of the Majatran Sea. In Marestella, another naval base will be established on the outskirts of Assedo looking towards the (I don't know this body of water's name will add in when I find out what it's called). A military airfield will also be built near Auroria, where it's well centralized to support all of the Selucian provinces. Main operating bases (MOBs) will be formed in Argona and Assedo as well as a forward operating base (FOB) in the capital, Florentia. Multiple military checkpoints and anti-air and anti-tank installations will be set up throughout Occidentria and Marestella. With these new and more advanced bases across Selucia, the Selucian Armed Forces will be shifted around to adhere to these changes. First we will address the Selucian Army. The Praetorian Guard will be spread out between the operating bases, 5 legions in Argona's main operating base, 4 legions in Assedo's main operating base, and 1 legion in Cor Patriae's main operating base. In terms of the Armored Brigades, 4 of the standard legions along with the missile brigades will be stationed in the Argona main operating base, 5 legions in the Assedo main operating base and 1 legion in the Cor Patriae forward operating base. Then, the Mechanized Brigades will have 5 legions in Assedo's main operating base and 4 legions in Argona's main operating base. The larger Infantry Brigades will have 7 legions positioned in Occidentria, 7 legions positioned in Marestella, 4 legions positioned in Cor Patriae, 2 legions positioned in Oriensos and 2 legions positioned in Insularia. The additional legions in Oriensos and Insularia have been set to maintain order in their respective provinces. The Airborne Brigades will all be stationed in the Marestellan air base. The Selucian Navy sees a few changes with the establishment of the two new naval bases. The Praetorian Fleet will remain in Assedo at the Assedo naval base. The Olerian Fleet will be transferred to the naval base on the Western coast of Occidentria to care for the Majatran Sea, while the Sadarian Fleet will move from Argona to the other naval base on the Northen coast of Occidentria to maintain and patrol the inner waterways of Selucia. All branches of the Selucian Air Force will be relocated to the centralized airfield near Auroria, Marestella. This includes all 10 interceptor wings, 6 close support wings, 4 scouting wings, and 8 bomber wings. The economic prosperity of Selucia has been guaranteed for ages by the safety and sanctuary provided by the Selucian archipelago and its Selucian Navy. Trade flows through our waters, and we wish to increase the security of all foreign traders passing through Selucia with the increased focus on the military and will correspondingly increase both air and sea patrols to keep wrong-doers away. With the passing of this bill, the massive plan will commence and the Selucian military will reach its most efficient point in history, showing the world the might and power of the Selucian Armed Forces under the leadership of Consul Marcus Antonius Marinus Cato and the Selucian Right Wing Alliance. Therefore, I calculate the surplus of the military defence fund like so: (current budget - old budget) x years since the budget proposal passed. Of course I was referring to the most recent budget proposal (http://classic.particracy.net/viewbill.php?billid=546948) and calculated it to be... (90,000,000,000 - 25,000,000,000) x 7 = 455,000,000,000. If you have any issues with this calculation, specifically with the years, let me know and I'll change it.
