An act to establish a National Library to promote our shared culture and further education.

Article 1. Foundation of a National Library (Nacia Biblioteko)
1.1 A Nacia Biblioteko shall be established in Beleco as the central repository of published works and information.
1.2 The Nacia Biblioteko shall be mandated to promote the national language and national literary tradition.
1.3 The Nacia Biblioteko shall additionally establish branches in capitals of each Ŝtato.
1.4 The Nacia Biblioteko in no way reduces the powers of local governments in education, culture or in control of their libraries.
