Bill: Clean up Our Streets

Details

Submitted by[?]: People's Front

Status[?]: defeated

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: May 4319

Description[?]:

This bill has been created by the People's Front to make our streets a safer place for all. Graffiti may seem like a small crime, but it leads to the population in an area (especially the young) having no respect or love for their surroundings. This leads to a large increase in littering and crime. In poor inner-city neighbourhoods, these are already massive problems and it is in these areas that graffiti is more of a problem, further worsening the problem. Graffiti and other urban environmental problems, in combination with socio-economic issues are turning some areas into places where our citizens to not feel safe or enjoy being in.

1. All vandalism, including graffiti, on the property of the state or of a fellow citizen will result in large fines and/or jail time.

2. It is illegal for the media to name popular graffitists and other vandals as 'street artists', as this could result in people being persuaded to become vandals.

3. It is illegal for people to paint on their own outer walls using spray paint or the graffiti style.

4. It is illegal for people to paint any distressing images or images unsuitable for children or vulnerable people on their outer walls.

Vote yes to help the people of our country to feel safe and to prevent crime.

MessageWe express agreement with articles 1 and 4, but find 2 and 3 to be too broad, vague, and unnecessarily restrictive on expressive freedoms. For these reasons the WPS cannot vote in favour of this bill.

We will consider voting in favour of this bill if it is reintroduced with Article 2 removed and Article 3 made more specific.

MessageThe ASD have told the us that they would vote for this bill if Articles 2 and 4 were removed. For this reason, the bill will be withdrawn and re-submitted in its modified form. The People's Front, ASD, FN and Democratic Socialists will have a majority. Even if the FN and Social Democrats do not vote, we will still have a majority. Therefore, this bill will not be changed to support the WPS.

Article 2 is withdrawn.

Article 4 is withdrawn due to the fact that it does not relate to the rest of the bill.

The ASD have asked for these changes.

MessageThe party wishes to correct our previous statements for the record. We propose the following alternatives to this bill, which serve as a correction of our earlier statements:

Article 1: Define maximum fines and jail time.
Article 2: Remove.
Article 3: Allow individuals to graffiti their own property, but hold them to the conditions of Article 4.
Article 4: Make more specific in terms of what may be considered harmful so as to prevent abuses and too-liberal application of this law.
