We remind all representatives that the President is effectively a member of the cabinet so that their vote is needed to pass any cabinet proposal.

MessageOOC: If the HoS and HoG are not separate figures (as in Likatonia), game mechanics don't allow passing a cabinet proposal without the favorable vote of the HoS party. They are part of the cabinet and all cabinet members must vote yes.
