The National Democratic Party while would prefer it to be the situation where our own citizens are prioritised over foreign nationals regarding employment, in the event that our bill does not pass in the parliament, the NDP will support this as this will potentially allow regions with high unemployment rates to set their own agenda.

Why are we making this issue bigger then it is. Local shop owners already have autonomy to chose who they want to hire, labour laws in place ensure foreign nationals are paid the same as a Hutorian citizens and strict requirements on Visas ensure only the best qualified foreign nationals are even allowed to be in Hutori seeking work. We will not be voting in favor.

Why don't we just dissolve Hutori completely and allow each province to become its own country? That would solve everything wouldn't it? No it wouldn't because people like the Ataraxians would want the municipal governments to handle everything and then we would be caught in the same situation. Madam Speaker each level of government has its own responsibilities and the Ataraxians need to learn that.

We wonder if the Conservative Party would be in so much disagreement with decentralization of this policy if the national policy were not in their favour. For example, the National Democratic Party does not support this bill because they support local autonomy, but rather because they disagree with the present national policy. The alternative for them is either a national policy they disagree with or local autonomy, where at least localities have the freedom to choose a policy the NDP agree with.

You see, it is not us who needs to learn to respect the hierarchy of political power, but rather it is the Conservative Party and all others who reject local freedom that should learn to tolerate differing ways of life.

The current national policy is not just in favour of our party, it is in favour of ALL Hutorians. It prevents foreign nationals from having unfair advantages when seeking employment here in Hutori. That protects our people so that foreigners do not take jobs away from them.

On a side note, it seems as though the chancellor does think that the current policy favours my party somehow. I would ask that the chancellor please explain how treating foreign nationals who seek employment in Hutori the same as everyone else, favours the Conservative Party of Hutori particularly?

By "in favour" we meant "agreeable". Example: "They disagreed because they were not in favour of the policy".

Not all Hutorians agree with the current national policy, this is precisely why local autonomy is so important. It prevents majority communities from ruling the minority, while also preventing the reverse.
