It's written out very clearly in the Parliamentary Rules of Order which you've read, so the fact that you don't enforce it or reform it is another example of not respecting the RP other players have done before you. And it's the reason why, when I get back in power, I will reverse everything you've done and show as little respect for your RP as you've shown for ours.

MessageOOC: You're right, thanks for pointing that out. I was thinking of a draft from an earlier version of the Rules of Order. I forgot that rule was removed before we passed it.

But yeah, can we abstain on these as we discussed in PM and if/when you propose new bills for these treaties, I'll have my characters make remarks for debate.

MessageOOC: But still, if you're gonna propose a bill, especially important ones like foreign policy bills, it's courteous to say a few words introducing the bill to kick off the debate. And your characters are President and Foreign Minister, so they should feel a responsibility to make public statements on important bills like this so their policies are transparent and understandable to citizens.
