A BILL giving further interpretation to sections of the Basic Law of 4310 regarding the Reichsbürgerwehr. BE IT ENACTED by His Imperial and Most Illustrous Luthoran Majesty, Otto III, Kaiser of Hulstria, etc. etc., and His Imperial and Heavenly Majesty, Morihito, Mikado of Gao-Soto, etc. etc., with the advice and consent of the Imperial Diet, having heard the Council of the Lands, in joint Imperial Assembly at Kien, and by the authority of the same, as follows: 1) The Reichsbürgerwehr (1) The Reichsbürgerwehr, pursuant to the Basic Law, shall be the armed forces of the state. (2) The principal aim of the Reichsbürgerwehr shall be the protection of the citizens and territory of the state; (3) The Reichsbürgerwehr shall be used abroad in accordance with the strictures of international law and play a role in its promotion and protection when the Government, with the consent of the Imperial Diet, so orders it to; (4) The Reichsbürgerwehr shall have as its motto "Sacrificiis Gratias Terra Natus"; (5) The office of Commander-in-Chief of the Reichsbürgerwehr shall be jointly held by both the Kaiser and the Mikado, and be exercised through the office of the Governor-General, by and with the advice and consent of Their Imperial Majesties' Government; (6) All members of the RBW shall swear as follows: "I swear (under heaven/by Almighty God) that I bear true allegiance and faith to Their Imperial Majesties, the Kaiser of Hulstria and the Mikado of Gao-Soto and in them to the United Imperial Crownlands; that I shall defend with my whole efforts and my life the citizens and territory of the United Imperial Crownlands and the constitutional order; and that I shall faithfully discharge the service of the nation which I am about to enter. (So help me God/this I swear under Heaven)." Alternatively, they may declare and affirm. 2) Operational control (1) Operational control shall rest with the Chief of the Staff of the Reichsbürgerwehr, commissioned to this post for a once-renewable 5-year appointment by the Crowns upon the recommendation of the Minister of Defence, with common consent of Their Imperial Majesties' Government; (2) The Ministry of Defence shall commission all further officers of the Reichsbürgerwehr upon the recommendation of the Chief of the Staff and the RBW High Command; (3) The Ministry of Defence holds political responsibility for the RBW; (4) The law shall restrict the use of weaponry of mass destruction in accordance with the provisions of this bill and with international treaties; (5) The leadership of the RBW shall be held by a High Command consisting of the Minister of Defence, Chief of the Staff, General of the Land Division, Air Force Marshall and Admiral of the Fleet; the Minister of Defence shall serve as Chairperson, while the Chief of the Staff shall serve as Deputy Chairperson. |

Message | Gicho-sama, The entire House will wish to join me in congratulating the gallant Feldmarschall Viktor Gubler, who has been promoted to this lofty rank to match his new position as Chief of the Staff of the Reichsbürgerwehr as our new national armed forces. The Field Marshall and I have conferred extensively in order to establish a bill to interpret the Basic Law's provisions regarding the RBW, extending the reach of the law where the principles on which it is founded are concerned. The RBW, our Imperial Citizens' Defence Force, is a modern army for the primary purpose it was founded upon during the Second September Revolution, staying true to this even as our national armed forces: to serve as a shield to our citizens and to our country. I think we, given the traumatic recent past when it comes to an army which had a state at the very end of the Second September Revolution, and the suffering particularly of the Kunihito and Hulstro-Showan people who were forced to work to feed this voracioius war machine, up to the Mikado himself, can all agree that this is the primary purpose our armed forces must remain true to and which we must return to. Message | Herr Präsident, the LVP welcomes the general spirit of this bill but would wish to extend the conscientious objector clause to non-religios reasons - such as a non-violent disposition grounded in secular ethics - as well. We are also somewhat sceptical with regards to Article 8, as we feel that it would put us at a disadvantage relative to other nations in terms of deterrent potential.
