In accordance with section 6 of the Game Rules (http://forum.particracy.net/viewtopic.php?f=4&t=6363#p90598), Egelion is a "culturally protected" nation. Below is the cultural protocol which all players in the nation must abide. Throughout the document, the real-life equivalent is shown in brackets next to the in-game name.

--OVERVIEW--

Egelion is dominated by the Egelian people, who speak the Egelian language. Related to them, though with a distinct regional identity and dialect are the Caillean people, who are concentrated in the Caille region. Both are primarily members of the Aurorian Patriarchal Church. In addition, there are several smaller minority communities. Notably, the New Endralonians and Kizenians who tended to migrate to Egelion during time of conflict in the country's neighbour New Endralon/Kizenia.

--ETHNICITY--

» Egelian (Spanish)- 78%
» Caillean (Catalan)- 14%
» New Endralonian (Hungarian)- 4%
» Kizenian (Romanian)- 2%
» Lusitanian (Portugese)- 1%
» Other- 1%

--RELIGION--

» Aurorian Patriarchal Church (Catholicism)- 81%
» Bishopal Church of Egelion (Ultrajectine Old Catholic)- 1%
» No religion- 13%
» Other- 5%

--LANGUAGE--

The official language and the language spoken by almost all citizens in Egelion is Egelian (Spanish). Many Caillean people also speak the Caillean (Catalan) language, which has a special status in the region. Some minority communities also continue to speak in their own native languages.

MessageWe support the idea; it'd be nice to recieve some Kizenians in Egelion. After all this time of atheist/secular policies, it'd be great too if we could increase the Atheist/Secular population.

MessageAnd it could be good to change the national seal and banner. We insist with the idea of a referendum. Our minorities need sovereignity

MessageJust to be absolutely clear, this is an out of character bill. It's not related to in-character conflicts or whatever. Could "El Partido Nacionalista" let me know what you would prefer? I'll begin drafting a new document soon.

MessageCiudadania Pluralista, but the population of Egelion is mainly religious fanatic, I don't think they would be atheists :P
In my opinion, 13% of non-religious is fine, it's basically the same as Colombia, Brazil or Peru.

I'd vote yes, but wait until the next election (which is in the next year), as most of us have no representation in the Parliament.

Random fact: The people in your nation don't like inactive parties. When you often abstain from voting for a bill, they will dislike your party and your visibility to the electorate will decrease significantly. Low visibility will means you are likely to lose seats. So keep in mind: voting Yes or No is always better than Abstaining.
