| 1. The Government must build up a comprehensive border fence stretching along the border with Istalia and the border with Kafuristan and Kalopia to protect Solentia from illegal immigration, within 5 years of the passage of this law. 1.1 Along the Istalian and Kafurian border there shall be a comprehensive eletric border fence 10 kilometers inland, away from the actual border line. On the Kalopian border there shall be a 10 meter wide and 10 meter deep trench filled with electric barbed wire 10 kilometers away from the actual border. Both constructions must have high towers and self-shooting devices as well as floodlights. 1.2 No person is allowed between the border defence and the actual border line. 2. In addition this border fence shall also stretch into the ocean to avoid seabound illegal immigration. The NBP shall receive 20 patrol boats paid out of the ministry of defence budget. 3. The use of force to proctect the border and the fence itself is allowed under any circumstance. 4. In order to protect the border fence a new military unit, called the NBP (National Border Police), shall be established. This unit shall be responsible to the minister for internal affairs. The target strength of the border police shall be 30.000 soldiers. 4.1 The border police shall also take over the responsibility for immigration control on all ports of entry. 4.2 The border police shall cooperate with the resbective forces of the neigbouring countries in form of joint patrols and road controls. 5. This law is a normal law and can be changed or abolished by an absolut majority of seats. |

| Message | As soon as the newly elected government is in office we will reach out to the Kalopian side. All three countries currently forming a new government. As a result we will not put up this for vote until we heared the opinions of Istalia and kalopia. Additionally it is our intention to repass the Istalian friendship treaty on new terms. |

| Message | Honourable Senate, Firstly, may I say I do not share the opinions of Milo Minosasa (http://forum.particracy.net/viewtopic.php?f=17&t=7244&start=380), and fully respect the current Government and the Senate of Solentia. Regarding border safety we would like to propose a joint border campaign in order to prevent immigration either way. This would entail working together in order to prevent illegal immigration through joint patrols, and the positioning of Kalopian soldiers alongside Solentian soldiers at the watchtowers.
