Message | We can support article one, however we are not comfortable with article two. We believe that inmates should receives some compensation for the labor. |

Message | If we use this way of thinking, shouldn't the prisoners also receive compensation for their imprisonment? In the system we propose, the work would work as a part of the punishment. They'd be given some sort of compensation anyway, as they are the State's dependants. |

Message | We believe that the goal of prison should be reform and not punishment. Requiring work with no compensation reinforces the punitive aspect of prison. Also the PPH notes that many prisoners will be released with no money or family supports. With nothing to their name and no way to earn any money to support themselves upon release the recidivism rate will increase. |

Random fact: In order for a Cabinet bill to pass, more than half of the legislature must vote for it and all of the parties included in the proposed Cabinet must support it. If your nation has a Head of State who is also the Head of Government, then the party controlling this character must also vote for the bill, since the Head of Government is also a member of the Cabinet. If any of these requirements are not met, the bill will not pass. |
