This Question is directed to the Minister of Defence.

With the imminent dismantlement of the Hutorian Armed Forces can the Minister go into detail what will happen to currently existing units, equipments, aircraft and naval vessels and who exactly will take them when the Hutorian Armed Forces cease to exist as an institution?

MessageMdm. Speaker,

It is difficult for us to answer this question as this issue is up to local governments, not the national government. It is quite possible that these organizations may continue to exist in some fashion, but in a manner that is funded and managed collectively by local governments. Division of resources would have to be negotiated by local governments.

This process may take some time, unless otherwise noted, assume such organizations continue to exist as a short of temporary de-facto state, albeit officially they are under the jurisdiction of the local area they reside in.

We will seek to help direct the negotiations of local governments and try to form a national military and police coalition of local military groups sometime in the future.

- Lyn Kopp
Chancellor of the Kingdom of Hutori
Ambassador of the Ataraxian Confederation

OOC: Hard to say if these negotiations will be able to occur until the next election, best bet is to leave it as is and assume any missed funds come from the local governments themselves (after all, that is where the national taxes came/come from) in the mean time. I don't want to burden you with any unnecessary work, so the "localized military coalition" will likely be a lot similar at least in appearance and formality to the previous national one - as with the national police force.

What will happen to members of units from one part of the nation when their unit is dismantled? What happens to units comprised of personnel and units that are made up of parts from across the nation? What happens to the Hutorian Navy which is staffed by personnel from literally across the nation, and made up of parts that were constructed across the nation?

MessageMdm. Speaker,

We ask all parties to please reserve these questions for the negotiations that will be conducted sometime in the following year. We recognize we propose radical changes. These changes will require time.

MessageMdm. Speaker,

The municipalities set many of their own laws and thus nobody will have direct control over other jurisdictions. This question will be answered in full during the negotiations next year. For de-facto operations, see the Temporary Provision of the National Military, Security, and Police Organizations Act of December 4329, which authorizes continued default functioning of those agencies. We will be likely seeking to abolish any federal security (including border) and police agency, the local agencies can collaborate with each other voluntarily (organizations yet to be determined). The military will be reformed into more localized departments, specifics yet to be determined.

MessageMdm. Speaker,

Paramilitary groups may not operate outside current legal laws (laws vary depending on the area they operate) and not seek to overthrow (through force) legal institutions.

To confirm then, the Minister of Justice is stating that paramilitary groups are under no restrictions beyond not being used to overthrow "legal institutions" and have to exist within current legal framework?

Random fact: Cabinet ministers who disagree seriously with the head of government would usually be expected to resign. Parties within the cabinet may attempt to manoeuvre to replace the head of government though, for example by proposing a new cabinet bill or voting for an early election.
