We call for all parties (especially the Ataraxian Confederation) to support the proposal to call for early elections. As turnout in the previous election was very low, the current composition of the House of Parliament isn't necessarily reflective of the Hutorian people.

MessagePRIORITY MESSAGE:

Mdm. Speaker,

After intense internal debate, the Council of the Ataraxian Confederation has unanimously determined that the current course is not sustainable. We have determined to abandon our plans of reformations. We have determined that we are not fit to govern Hutori. We are not just a political party, we are also a society. For example: Lyn Kopp is not just a chancellor, she is also a conciliator and a working structural engineer. We simply find it too exhausting to run both our society and the rest of Hutori. Please forgive us for trying.

This is not a change of opinion, but rather a reality of ability.

We now know our limits. For now we will not resist any attempt to repair our attempt at abolishing the national security, police and military organizations and we regret any harm that has occurred because of them. For the future, we will still vote on policies, but our actual involvement in Hutorian affairs not directly related to us will be kept at a minimum.

To put it simply, we are at a state of exhaustion, we have no choice, but to yield to the opposition.

We hope for our sake that the others forgive us and continue to tolerate the autonomy of the Ataraxian Confederation.

CONCLUSION:
- For now, we will abstain on the following:

Proposal[?] to change Organisation of the police.

Old value:: There is a national police department funded by the national government and there are local police departments, funded by local governments.

Proposal[?] to change National military policy.

Old value:: The nation retains a full time, professional army, navy and air force.

NOTE ON ABSTENTION:
PLEASE PROPOSE THE PROPOSALS ABOVE INDIVIDUALLY IN SEPARATE BILLS OR PROPOSE BOTH OF THEM IN THE SAME BILL WITH ONLY THEM IN THE BILL IF YOU WANT OUR PARTY TO REMAIN IN ABSTENTION, OTHERWISE, ADDITIONAL PROPOSALS MAY RESULT IN US VOTING NO - PROVIDED OUR MAJORITY REMAINS.

OOC: For the sake of functionality, no federal agency has actually been abolished ICly, however you will need to change the actual law via game mechanics otherwise the police force and military IS technically devolved to local governments.

Random fact: When it comes to creating a Cultural Protocol in a Culturally Open nation, players are not necessarily required to provide a plausible backstory for how the nation's cultural background developed. However, the provision of a plausible backstory may be a factor in whether Moderation approves the Cultural Protocol if players in surrounding nations question its appropriateness for their region of the game map.

Random quote: "A proof is a proof. What kind of a proof? It's a proof. A proof is a proof. And when you have a good proof, it's because it's proven." - Jean Chretien (describing the level of proof about weapons of mass destruction that Canada required to join the Iraq War)
