Upon the Passage of this Bill SECTION I.) NUCLEAR WEAPONS 1.) All current dismantlement operations of Hutori's nuclear weapons is hereby rescinded. 2.) Air Force Budget's will be dedicated to restoring Hutori's nuclear stockpile of weapon to no less then 125 Warheads by 4350. 3.) Utilization of the use of nuclear weapons can be authorized by Monarchial Consent, on the advice of the Chancellor, Minister of Defence and Chief of the Defence Staff. 4.) Nuclear Weapons may not be used as an offensive weapon and merely as a retaliatory strike. SECTION II.) CHEMICAL AND BIOLOGICAL WEAPONS 1.) Hutori will never deploy Chemical or Biological Weapons in warfare. 2.) Research and Development of Biological and Chemical Weapons is done entirely for defensive purposes and must be undertaken jointly by the Defence Research Group of the Ministry of Science and Technology and Hutorian Medical Command at Fort Brett Hawkins with direct Parliamentary Oversight. |

Message | Mdm. Speaker, While we support the Royalist Party's policy on the status of chemical weapons, the Social Union will not vote for Bill 12 if its stance on nuclear weaponry is not changed. Our belief is that nuclear weapons should never be used in war and only research into nuclear weaponry should be allowed. If we change Hutori's policy on the usage of nuclear weapons, then why will the international community have any reason to cease their production of nuclear weapons as well? In the pursuit of global nuclear disarmament, we oppose Article 1 and Article 2 of Bill 12. The allowing of the usage of nuclear weapons on any land harms all lands.
