The healthcare reform act will be divided into two components: first part (this act) will focus on the economics, affordability, and portability of the care, allowing for a more balanced budget. The second part (the next act) will address coverage when it comes to social issues, such as funding and legality of abortions, which ties the care for ALL humans, regardless of race or gender. However, that is not included in this act.

This reform act has five goals:

(1) Public Administration
(2) Universality
(3) Portability
(4) Accessibility
(5) Comprehensiveness

Many may ask the current flaws of our fully funded single payer system, here are just a few. When a government provides service at no cost to its consumers, its inevitably results in an increase in the demand. This rise in demand results in a large increase in spending to support the cost of such system, which is paid for by the government. Many nations respond to this increase in demand and spending by cutting people off of health care or by cutting advanced technological services, which lowers the quality of care. However, I believe the best way to solve our rising demand and spending issue would be to privatize a portion of the coverage for our citizens. This portion is also optional for the individual, as to whether they want to pay that small % out of pocket or pay for an affordable private insurance to cover the small %. This will keep spending at a low, allowing for the reduction of taxes. Unless there is another proposed solution, I'd like to request the majority leader of our legislation to consider such a bill that allows for more of a balanced budget and allows for a private sector to flourish and add more employment to the economy.

Article 2 Part B (To Be Listed Under RP Laws)
The current single payer healthcare system shall pay for 79% of all healthcare related costs for each individual, leaving the remaining 21% to the individual. However, with the addition of a regulated private industry, the remaining 21% can be covered by the private sector, allowing for the individual to be fully covered. The exception to this article is summarized in article 3 where the single payer system shall cover 100% of the individuals drugs, provided they be within the poverty income threshold. If above this threshold, then the standard 79% shall be applied. (With the addition Article 2 Part B, the healthcare spending of this nation can be cut by up to 21% leaving no impact on the economy or state of care)

Article 2 Part C (To Be Listed Under RP Laws)
This expands the current single payer healthcare system to cover the unemployed and disabled with the standard 79%. Although this may cause a 10% increase in spending, it is balanced off with the 21% cut made in Article 2 Part B, leaving it with a net decrease of 11% in the nations budget.

Article 2 Part D (To Be Listed Under RP Laws)
Using the remaining 11% left from Part C, the government shall pour it into a focus on preventative care, rather then treatment. This shall allow for a reduction in the number of illnesses and disease, decreasing the demand and spending in the long run. In turn, allowing for a 1% annual decrease in the healthcare spending required for the first 5 years. With this article, 11% of the nations healthcare spending shall focus on preventing injuries and teaching about health concerns by increasing public awareness.

We support the broad aims of this bill and would be happy to vote for it, but Article 1 goes against a founding principle of our party. We can never support a change to the law around Article 1.

If the UCP were to drop this article and reintroduce the bill we would support it.
