| The Feline Consciousness has dictated to us that cats spend up to 19 hours a day sleeping, and that it is important that this sleeping time should not be interrupted by excessive noise and other disturbances. This bill therefore guarantees every cat in Barmenia the right to 19 hours of uninterrupted sleep a day, and declares that any form of activity which is likely to breach this right is illegal.
