(This bill was proposed by the minister of Justice Cristian Buccho) This bill seeks to ensure that criminals are treated fairly and humanly. As a modern and civilized nation we cannot allow ourselves to mistrea criminals and to deprive them from their basic right. Criminals are just as any other citizen, the difference being that they have made big mistakes that require them to be taken in charge by the government. That doesn't mean we have the right to just kill them or to take away their right to vote. Criminals shall have their right to vote restore the very day they get out of jail. The government shall not punish murderers by becoming itself a murderer. The only exception being the one that have committed extremely severe crimes like terrorism, treason or crimes against mankind, these ones are truly unredeemable. |

Old value:: The decision is left to the local governments.
Current: Criminals who are charged with minor crimes are eligable to vote, others charged with serious crimes are not.
Proposed: Criminals released from jail are allowed to vote.
Article 2
Proposal[?] to change Government policy with respect to the death penalty.
Old value:: Local governments may choose whether or not to administer the death penalty for capital crimes
Current: The death penalty is applied for capital crimes.
Proposed: The death penalty is not applied, except for terrorism, treason and crimes against mankind.
