INTRO and DEFINITIONS
In order to promote the rights of the individual states of the Democratic Republic of Aloria, it is hereby proposed to give the states rights to determine selection of municipal officials.
•Llywodraethwr (Governor): The chief executive of a state
•Senedd Wladwriaeth (State Senate): The legislature of the states
•Maer (Mayor): head of municipality in strong mayor or weak mayor system
•Briadd (Burgher): Member of Council in Burgess-Council System
•Burgess-Council System: Burghers are chosen by state, head of Council of Burgesses is elected by other Burghers
•Prifbraidd (Chief Burgher): Council selected Chief Burgher
•Drefmeistr (City Master): Either A:) city manager hired in weak-mayor system or B.) City Master who is appointed by State Senate and Governor
•Weak Mayor System: Mayor and City Council are elected, but city council hires Drefmeistr (City Manager)
•Strong Mayor System: Maer is elected democratically as is city council
•Mandate-Council System: Council is democratically elected, Drefmeistr leads by mandate of the state
•Local Government: Government of the States.

ARTICLE I
Local governments determine appointment of mayor and city legislators, within parameters allowed by foresaid “definitions” and state law.
