OOC: A bill (http://classic.particracy.net/viewbill.php?billid=542246) that established an overly complicated manual of style for bill layout was introduced by a controversial player a while back. The bill itself is incoherent and unserious, while its rules have fallen into disuse; I see no point in keeping it in place.

If this bill passes, the bill "K.K. 9/91 TITLE RULES (Read Firstly)" will be repealed, and Moderation will be asked to remove it.
