| Herr Präsident, subsidies should always seek to go beyond income assistance wherever possible in order to align the interests of taxpayers and recipients. Agriculture-related payments should thus be increasingly oriented towards the aim of bolstering the stability of food supply, which requires a market demand clause. It should be noted that low-income farmers will not suffer a net loss as a result of the proposed reform long as they grow crops for which there is a noteworthy degree of demand on the marketplace.
