Herr Präsident,

the transition towards a prosperous market economy requires the gradual emancipation of the private sector and the withdrawal of the heavy hand of government intervention. We therefore propose a comprehensive round of privatization coupled with a (temporary) last resort clause that can smooth the difficulties of this transition.
