Mr. Speaker,
Fellow Colleagues,

I would like to present you this reform, supported by our coalition allies; it is here to make the succession of the presidential seat more simple; we want to introduce the office of Vice-President, who will be elected by the president after his or her victory, to reduce the bureaucracy. The VP will only share the Presidential requirements, it's as simple as that. When the VP will become president, they will elect their personal deputy.

"Mr Speaker,
first of all, we have to express our disappointment for the Government and especially for the President who, after just a post electoral announcement, now proposed and launched to the vote this constitutional reform without allowing political forces in parliament to discuss it.
By the way, LP doesn't agree with this reform and the motivation is simply: a Vice-President is an institutional figure that doesn't fit very well into a Semi-Presidential Republic with large parliamentary tendencies like Istalia.

We think that the current provision about the deputy President vested into the President of the Senate is more suitable for our institutional structure. Furthermore, this would be a not elected official who would have full power in case the President should become unable to persue his duty. The President is a key role which strong powers derive from the direct popular mandate. The People would not have the control of this Vice-President. An officer who will replace totally the President in all his functions should be at least elected as well as the President.

So, here our two motivation in brief:
- Vice-President figure doesn't fit into a Semi-Presidential Republic
- A Vice-President who can replace with full powers the President cannot be chosen just by the latter. Lack of democratic mandate.

Finally, we think this is a Constitutional Law, right? So, we should assume that this bill needs of 2/3 of the parliament to be approved.
