(This bill was proposed by the MP Phil Wheeler) This bill seeks to formally define the powers endowed to the executive and it's members. (OOC: This bill is directly bassed upon the ''Bill: F-63: Executive Definition'' that passed in 4234 http://classic.particracy.net/viewbill.php?billid=524907) Section 1) Powers, priviliges and duty of the President of the Commonwealth Article 1.1) Even if the primary role of the President is to represent the monarch of Hutori, he/she can take any decision he/she deem necessary without consulting the monarch first as long as these decisions doesn't contradict the direct order of the monarch. Article 1.2) Even if the he/she is the represent of the monarch of Hutori, the President doesn't have ultimate power. The powers of the President shall be limited to the following: -The President has the right to appoint Justices to the Supreme Court when one of the existing Justices is found either incompetent or has deceased. This appointment must be approved by a majority of the Parliament. -The President is to act as the Commander in Chief of the Hutorian Military. - The President can give executive orders to the Chancellor or the cabinet members and he can annulate any decision taken by the Chancellor or the cabinet members. The Chancellor and the cabinet members will have the legal obligation to comply. If a cabinet member or the Chancellor refuse to comply to a direct order form the President, he/she shall be automatically remove from his/her position. Article 2.1) The residence located at the address ''24 Orange Avenue'' in Bekenial shall be the official residence of the President. The president will have the legal obligation to live there. Article 2.2) The President shall receive has his/her salary the same exact salary that a minister receives. Article 3.1) The President's duty is to uphold the law to the best of his or her ability, to defend the nation and it's people. Article 3.2) If the President is founded to be incompetent, to abuse his power or to be convicted of a serious crime any MP can propose a ‘’Impeachment Proposal’’ that will automatically remove the President from his function if it pass. A ‘’Impeachment Proposal’’ will need 2/3 votes from the parliament in order to pass. Section 2) The Chancellor Article 1.1) The Chancellor serves as the chair of the cabinet, at the behest of the President and is the next in the line of succession. Article 1.2) The members of the cabinet answer to the Chancellor and must carry out his or her orders unless they directly contradict those of the President. Article 2) The President shall receive has his/her salary the same exact salary that a minister receives. Section 3) The Cabinet and Line of Succession Article 1) The responsibility of the Cabinet Members is to manage and control the ministry that they are in charge of in order to enforce the law that are passed by the parliament. Article 2.1) The cabinet members may be required to submit reports on their Ministry's progress at the Chancellor's or President's leisure. Article 2.2) The aforementioned reports can include but, are not limited to Intelligence, Financial and Action Reports. Article 3) The Chancellor may dismiss a member of the cabinet with sufficient cause and Presidential approval. However, likewise the President must receive approval from the Chancellor before dismissing a cabinet member. Article 4) If a cabinet member position goes vacant for any reason whatsoever, the Chancellor shall take the interim until a new cabinet member is appoint. Article 5) The line of succession is as follows: the Chancellor, the Foreign Affairs Minster, the Internal Affairs Minster, the Defense Minister, the Minister of Justice, the Finance Minister, the Minister of Trade and Industry, the Minister of Science and Technology, the Minister of Education and Culture, the Minister of Food and Agriculture, the Minister of Health and Social Services, the Minister of Infrastructure and Transport, the Minister of Environment and Tourism and then the Speaker of the Parliament. |

Message | Mr. Speaker, We admit we should have brought this up sooner. Now it is too late, the voting stage has begun. None of our people are willing to live outside the communes nor really are they allowed to unless they want to leave our society. If being president requires this, then none of our people would be able to run for it. Maybe we can make an exception for this in the future, lest we either have to pull out of the presidential race or resign once elected in the position. Nevertheless, maybe for the sake of sparing the government time, we leave this issue until one of our candidates actually does win the presidency.
