Status[?]: passed

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: February 4346

Description[?]:

Anna Lupa, Ministry of Education and Culture,

The following proposals are a major shift in higher education policy which we are very proud to announce, as finally, education returns into the hands of local governments, which value their culture in their ways and accentuate certain aspects which allow for specialization and consequentially for more qualified specialists leaving the higher education facilities. Moreover, we have finally removed the chains around higher education funding, providing instead student loans which relieve the taxpayer and which make clear that higher education is not provided by professors and other staff for free! It is a service for which people are willing to pay for just like anything else, nonetheless, it remains accessible to all hard working and knowledge-seeking Istalians thanks to the fair loan system!

"Mr Speaker,
I don't even know where to start... but this bill is a blow for our education system, for our future generation. A part the destruction of the excellency of the university system of Istalia, which will be lost devolving also the university to the local government, with funding problems as well as with increase in differences between this or that region.
But what is worse is the second article! Fair? How do you dare to call "fair" a measure which will force millions of people to start their adult life with huge debts? Indipendently from how "fair" would be the loans, this will push a lot of people, especially among the lowest incomes, to stay away from university. And who will manage this loans system? Maybe the Government foresee to devolve the matter to some private institution? We would not be surprised!
People of the left, people of the real fair society, let's united together! We have to DESTROY all these nightmare of legislations introduced by this government. And... when I talk about the "people of the left", we cannot anymore include DHI, which, despite the promises, it's supporting a huge amount of reforms which will undermine all the work make together offering mutilated compromises!"

We... Must agree with the LP on the second matter, however, we think that both systems are equally as bad, well, the current one may actually be somewhat better, but, zither way, we wish to propose a new system in the future as a P.D.L.

MessageAnna Lupa, Ministry of Education and Culture,

The current system is heavily reliant on the taxpayer which should not be forced to pay for higher education, after all it is not necessary per say to lead a good and complete life. Nonetheless, we are offering to everyone to still receive that education but carrying the consequences of such a decision. The person him or herself have to acknowledge the debt and evaluate whether it is worth it or not. Not rely on taxpayer money which may have gone somewhere more needed. Moreover, if as you say this will detract students from higher education, then we will have less problems regarding a potential lack of lesser skilled labour which would nicely counteract inflation.

Random fact: When it comes to creating a Cultural Protocol in a Culturally Open nation, players are not necessarily required to provide a plausible backstory for how the nation's cultural background developed. However, the provision of a plausible backstory may be a factor in whether Moderation approves the Cultural Protocol if players in surrounding nations question its appropriateness for their region of the game map.
