This bill is to expand the scope of the National Government within our Tertiary education institutions. The National Government should not only operate Universities but also vocational colleges and apprenticeships for those who choose not to go to University. Furthermore, it should make all tertiary education free so that students may attend according to their academic ability.

Where do you come up with this fiction? While Europe spends its time waffling about becoming a 'knowledge economy' while trying (badly) to run education. The US gets on with actually BEING a knowledge economy, with 17 of the 20 best universities in the world despite not using the state to run the education system.

Either you want a successful knowledge economy, in which case, let the universities run and fund themselves; or you want a cosy but backward welfare state where you get to run and fund the universities, but don't deceive yourself into thinking you can have both.
