This Amendment will modify, Article 3.3 of the Highest Court of Justice Act (http://classic.particracy.net/viewbill.php?billid=553251).
The purpose of this amendment is to prevent future deadlocks within the court, since there are 8 votes total. The President of the Court deserves this extra power, as they are the leader of the court.

Article 1. Article 3.3 of the Highest Court of Justice Act (http://classic.particracy.net/viewbill.php?billid=553251) will be be changed to, "3.3 The first judge does have three votes. All other judges only have one vote."

Article 2. This is a constitutional amendment and requires a two-thirds (2/3) majority to pass.
