The biodiversity of Hutori is not the property of one province, the biodiversity of Hutori is the property every hutorian. If one province decide to abuse the sea and to totaly destroy the marine biodiversity it will not only affect their own territoy but it will affect other provinces as well. This is why we need one coherent fishing regulation for the whole nation.

There has been much internal debate on this issue and we have concluded that this view is rational. We have tremendous respect for self-determination, however, permitting different localities to destroy the environment of other localities would destroy self-determination and autonomy. Unlike politics and economics, the environment cannot be looked at in a bubble, for it functions as a global interconnected system. Communities should have a right to determine their own socioeconomic and political system, but allowing them to destroy their environment would result in the destruction and therefore violation of the environment of other communities for they essentially share the same environment.

We aren't necessarily arguing for "environmental interventionism" or "environmental wars", but for the sake of everyone's autonomy, all communities should cooperate with each other on a united environmental plan.

Here's a fictional, but plausible example:
The Commune of Alpha and the Commune of Beta live beside the same river. Both communes are autonomous in that they determine their own political and economic system. For example, the Commune of Alpha prohibits drug abuse and executes drug smugglers. The Commune of Beta allows drug abuse and does not use the death penalty. These policies are isolated to their community. The people of the Commune of Alpha can live in a drug free society, while the Commune of Beta can live in a drug ridden society. However... The Commune of Beta has no policy on fishing and has been depleting the fish supply. The Commune of Alpha on the other hand has quotas in place designed to protect fish populations from going extinct. Either community is not forcing any policy on each other. However, the actions of the Commune of Beta are indeed impacting the livelihood of the Commune of Alpha. Therefore, the Commune of Beta should cooperate with the Commune of Alpha to stabilize and maintain a healthy fish population for both communities to enjoy. If they do not, neither community will have a fish population.

The Progressive Conservatives believe that this issue is best dealt with by local governments. We have faith in those governments to cooperate with one another as they have done for a very long time.

It has been a decade since the last time a budget was passed. I would ask the honorable Minister of Finance, why is her party wasting time making minor changes that are unneeded instead of actually working on the important things like passing a new budget?
