Bill: PdM 1.7: "Small Is Beautiful" - Small Town Settlement Initiative

Details

Submitted by[?]: Militärregierung - Alte Kämpfergruppe

Status[?]: passed

Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: June 4353

Description[?]:

Many small towns in Dundorf and across central Artania are suffering from economic malaise caused by the recent Communist regime. The rise of massive state-run farms has led to the decline of small landholders. In turn, small town shops have been unable to stay open as the number of people supported by the land has declined precipitously. These bad economic times have led to depopulation as many citizens, especially the young and educated, leave for the big cities.

Photographer Rudolf Weiß has traveled in one small corner of Zarkitsch and taken these photos in one small town, just one of many:

In picture 3, local PdM politician Cäcilius Hopp stands in front of just one of the many abandoned small farms in his district.

The recent "1 Million New Businesses Initiative" (http://classic.particracy.net/viewbill.php?billid=558820), funded for the first year at Ð50,000,000,000, has allowed great opportunity for small town businesses to get back on their feet. However, they need more foot traffic through their doors.

Therefore, the PdM, wishes for the national government, alongside State and local governments, to create a fund (through a series of advertising, tax incentives, and grants) that will encourage a "return" to the small towns of Dundorf.

All of the nation's small towns should be investigated by a Ministry of the Interior study (by looking at demographics, poverty levels, welfare rolls, age, financial stability, and social service availability) and classified as "Critically Endangered", "Endangered", "Vulnerable", "Near Threatened", "Single-business Dependent" or "Least Concern".

Those classified "Critically Endangered", "Endangered", "Vulnerable", or "Near Threatened" should become eligible for tiered assistance in moving families and entrepreneurs to their locations.

Families, should be encouraged to take up residence and improve on rural or small town properties; they are to receive tax incentives for improving the and making them livable once again.

Likewise, new businesses should be encouraged through various means to move to these small towns to provide goods and services for the growing populations.

Integration aid may be needed for families that move from larger cities to smaller towns deemed "Endangered" by the Ministry of the Interior study. decide to return which should be provided through the Ministry of Health & Social Services.

The PdM believes that the full funding of this will require Ɖ50 billion over three years with Ð30 billion in the first year and asks the Government to provide this amount in funding split between the Ministries of Health & Social services and the Interior.

MessageWhy does your party want to reduce spending on education and culture? As for foreign affairs, we are counting the increase in spending, we think that there should be less defense and more for justice, for trade and industry too less in turn more money should go to science and technology , food and agriculture, and the environment and tourism.

MessageWe do not. We wish to move responsibility for education to local governments. Therefore, the national government's funding is open to reinvestment.
