In the event of a crime being committed by a minor on several occasions then further action must be taken to punish and rehabilitate them. Here is what we suggest.

Article one: each state will have its own juvenile detention centre, each capable of holding 50 youths. The centres will have educational facilities, adequate living space for each individual and catering services. The primary idea behind these is to punish but primarily to rehabilitate these minors.

Article two: the maximum sentence will be six months as this is the amount of time needed to turn criminals into fully functioning members of society.

Article three: these will only have those sentenced for minor crimes, major criminals will be dealt with seperately.
