| This is the second bill of our Counter-government plan. We will propose a serie of proposals in contraposition with the polices of the current government. The particularity of these proposals is their moderacy: they don't reflect only the communist sensibilities, but also the different ones of the parties with wich we want to form a new government of coalition. |

Proposal[?] to change Regulation of advertising of substances classified as addictive and harmful (if general advertising by companies is permitted and sale of the addictive/harmful products is allowed).

Current: Advertising is restricted.
Proposed: Advertising is restricted and has to carry strong warning messages.
Article 2
Proposal[?] to change Government policy towards alcoholic beverages.
Old value:: Alcoholic beverage regulations are not imposed by the government.
Current: Alcoholic beverages are regulated by local governments.
Proposed: Alcoholic beverages may be purchased and consumed anywhere, but only by adults.
