(This bill was proposed by the minister of Education and Culture Julia Buccho) Education is the future of our nations. As such, investing in the education of our youth is the best decision we can possibly take. By making tuition free, not only are we giving equal opportunities to everybody in Hutori, but we are also making our economy stronger. In the current state of the international market, it as become essential for us to ensure that the most people possible has a higher education in order to stay competitive. |

Old value:: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
Current: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.
Proposed: The government fully subsidizes tuition.
