| Grand Council Members, The Vanukuean Vlótz (Navy) currently has three nuclear-powered aircraft carriers - one for each fleet. They are the VS Támnr II, the VS Kustalkai Lawrns-Wrntukai and the VS Kesprka (OOC Details here: http://forum.particracy.net/viewtopic.php?f=17&t=1605&p=128046&hilit=Admiral+Jebr+Dnkrk#p128046) However, it is our belief that in order to ensure that we remain the pre-eminent naval power in Terra that we must commission one more carrier - a new flagship for the fleet. It will also mean we have a 'spare' capital ship that can be rotated amongst the three fleets if needed or can add further naval projection in the case of war (OOC: There is currently a Second Terran War RP being fleshed out and it would be good to be ready for this, I am sure you agree!) The new ship - the VS Mrjkai (Protector) - will be based on the same Támnr-class design (https://en.wikipedia.org/wiki/Soviet_aircraft_carrier_Ulyanovsk) and feature the state-of-the-art Ti-33 multi-purpose carrier jet. Our naval yard at Shipyard Havendam has been commissioned to build the ship. The expected cost of the project is 10 Billion VAN and the carrier should be completed by April 4365. This follows the commissioning of 15 new primary and secondary frigates in 4356 with sophisticated early warning systems, which are being completed in waves up until December 4361 (http://forum.particracy.net/viewtopic.php?f=17&t=1605&p=129997&hilit=Grm+army+#p129997) The current defence budget covers the cost and no further expenditure needs to be approved by the Grand Council.
