Military/Defense reforms: Yearly budget: ₭90,000,000,000 Proposed budget: ₭65,000,000,000 after ten years of "parachute payments". 1. ELIMINATION OF THE AIR FORCE - Elimination of the Air Force (Armée de l'Air). This branch should be folded into both the Navy (Marine Royale) and the Army (Armée de Terre) for two major reasons: - A. Redundancy: Airpower is more important than ever, but it’s also more integrated than ever with other forms of military power. Currently, both the Navy and Army have their own air wings which fit their needs and the Air Force has been trying to integrate with the other branches. The current Air Force is redundant as it is attempting to fulfill the same or similar needs as the air wings of the two other branches respectively. - B. Cost saving measures: Eliminating a branch will save money and allow for its current funds to be reinvested into technology. - C. The Air Force was created under the idea that airpower would eventually subsume the other branches and become the preeminent way of waging war. This has proven to be a falsehood. Likewise, the Air Force has argued that strategic bombing of cities and enemy industries would end war but has proven to also be a falsehood as few areas have surrendered due to the use of strategic airpower. Wars today are too fast for such strategic bombing to have much effect. 2. CUTTING BUDGETS - With the elimination of the Air Force and its integration into the other branches, the UHD Security Advisors team suggest that roughly ₭20 billion could be cut from the military budget over ten years: that's ₭2 billion per year. After full integration, the defense budget could be reduced to a consistent ₭65 billion. 3. NATIONAL SERVICE REFORM - Shifting mandatory national service to civilian ends will free up funding from the military to invest in other areas. This money could then be used alongside the civilian services to aid in redevelopment in Kanjor. Similarly, such volunteer services could replace many functions currently used by the military, such as flood evacuations and disaster relief. 4. PRIVATIZATION OF DEFENSE INDUSTRIES - Defense industries need not be controlled directly by the Government but instead should be privately run but overseen in their contracts by the Defense Ministry. This will allow private enterprises to eliminate waste and save taxpayer money. |
