It is clear that there in not a majority in the chamber to end the use of chemical weapons, land mines and nuclear weapons, that was clear the last time we proposed such reforms. However we hope we can that we agree that we should consider the impact on civilian populations before using them.

Those who are non-combatants should not be subject to weapons of untold destruction.
