Bill: Declaration of States February 4363

Details

Submitted by[?]: Deltarijanska Demokratska Unija - HD

Status[?]: passed

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: October 4363

Description[?]:

Our regions have had their own responsibilities in the last decades. But our government has received several complaints from within the regions of a lack of authority that is diverted to them. Because of the limited authority of the region's they cannot execute their constitutional tasks effectively and therefor become stagnant and innefective.

We propose a overhaul of the system. We propose that our regions will be renamed State's and will be given sufficient authority in order to execute their tasks effectively.

In addition to this we believe that the historical autonomous feeling of the Doron Akigo people is something that cannot be ignored. Therefor this state will be given more autonomy then the other regions and will have its own President instead of a governor with the authority to do significantly more then a normal governor.

Article 1

-The new states will be supported by a state legislature called the Shromáždění (State Assembly)

-This Shromáždění will have the power to change state law but should always abide to the constitution of Deltaria and the national law created by the People's hall

Article 2

-The regions will be let by a executive called a governor this governor will have to execute both national and state law and has the responsability to run the day to day affairs of the state

-The Shromáždění shall appoint the governor of the state within at least 5 months after the state election.

Article 3

-Doron Akigo will be exempt from article 2 and will instead have its own president. This president and the state of Doron Akigo in general will have the option to ignore national law but still have to abide to the Deltarian constitution.

-The President of Doron Akigo will have the power to visit foreign nations and act as a actual head of state for the state of Doron Akigo.

Article 4

-Elections for the Shromáždění of every state will happen every 4 years.

-Local party's can also participate in state elections if they have at least 40.000 signatures from their state and deliver them at least 2 months before the election.

-The State election will have a majority system to count and distribute the votes into seats. Every Shromáždění will have 75 seats to distribute

-Upon passing of this bill the first state elections will be immediately held
