Medical Corps is 5th Branch of the Military and has 100,000 Personnel. It's a product of the UCMJ here: http://classic.particracy.net/viewbill.php?billid=520900

Old Initial Entry is as follows:
We need to determine where the Nuclear Forces fall under. The Nine Tail Agency have indicated a wish to organize a cyber warfare Command and some interest with Nuclear Forces. A Reform of Imperial Air Force must also be done by organizing it on the principles of the Cavalry Units of Old. The number and kinds of units we possess, how much upkeep they cost also matter.

EDIT:BILL DOES NOT BUILD ANY NEW NUCLEAR WEAPONS-SIMPLY REORGANIZES STUFF WE DO HAVE.

MessageDear Speaker,
Brining in nuclear weapons clearly goes against an act passed to disarm them. The programme led to us successfully disarming up to 90% of these weapons. Bringing them in will cause provocations from foreign powers which we should avoid

We are a bit more keen to look at the royal air force however we don't see any action as necessary at this moment of time as we are not facing massive threats from any powers yet. We should only take this action once we face threats

MessageDear Ministers,

We are not building up the nuclear arsenal in the bill, it is simply reorganizing what we do have and establishing clear guidelines on who orders which. We don't need any more nuclear weapons-obviously-the few we have suffice to keep our nation safe from aggressors. The bigger concern is if a rogue General decides to use them-granted we want our military to have freedom of action-I think the "Proceed" needs to be regulated until absolutely necessary. Right now it's not especially clear who wields the nuclear weapons authority. The best we think is restrict it to the Apolitical Empress. It's actually a bit concerning that the formerly rogue agency has expressed an interest in the nuclear program though we have to admit.

While the threats have subsided for now-we do have to be cautious still as it wasn't that long ago they were threatening to bomb us- complete disarmament will make us look easy pickings to the more opportunistic powers of the world. We should seek to upkeep what we have to insure it can be effective when we really need it. Some of our neighbors have had Nazi movements in them after all. Strong Disciplined Military gives Good Peace and Peace is good Order.

MessageDear Minister of Defence,

We will proceed in reorganising the military then as long as no new weapons or groups are introduced; a simple reorganisation is fine

We can also look at renewing the fleet of military aircraft. Anyone involved in talking's about bringing back the nuclear programme in the agency should immediately resign. We will not tolerate the return in any way

As for our neighbours, we can send the Nine Tale Agency to keep an eye on them but we see no reason to proceed any further than that

Then we are agreed. We look forward to the proposal of Conservative members on Military reorganization and retraining.

As for the agency-at least such members have unconventional ideas.

We applaud all your work

40% is a huge percentage. We will only allow changes as long as the public are not forced into jobs they don't like. We have other important areas to our country to focus on. By taking up almost have the population into the military it could significantly affect our economy in a very bad way

MessageDear Conservatives,

That is manpower, think of it as absolute limit of mobilization. Most countries don't mobilize everyone they can except in extreme circumstances. Our actual Military size is much much smaller, Assuming the 1.3 per 1000 figure is what we do. Out of population 99,505,352 our military forces would be 129,356.9576. Basically 130,000 Troops is what our nation should have based on these averages.

Our troop numbers based on Divisions Brigades and Regiments is anywhere between 428,090 to 877,500 with Air Divisions being 62,000-120,000 and Naval Divisions 20,000-40,000.
