"Mr Speaker,
we are a Semi-Presidential Republic with an Head of State directly elected which has all the right to have an active and important role, if not a leading role, of the National Government. For 233 years our current Semi-Presidential Republic worked very well, the longest period with the same government system of all the 4th Istalian Republic.
This graanted stability against the caos, this pushed the parties to be more responsable and to the compromises and, as evidence of all this, we have just to verify the history:
- the terms which saw multiple government proposals during this 233 years are very few, while, in contrast, almost all the terms saw the President dialogate with the parties and finally find a compromises.
It is true, we had also terms with no new government, but we cannot accuse the government system, but to situation of Hung Parliament, which is indipendent from the Government system.

For all this reason and to maintain a strong President, which can assume and assure a stable leadership to the nation during emergency situations or during hung parliament situations, we will vote against this proposal.
