Our current state-run defense system leaves Rutania's military with arms and ammunition that could be better improved and gained at a better price if the process was left to the Free Market alone. Furthermore the private Defense industries in Rutania would serve the nation, their employees, and their profit margin better if they were allowed to sell conventional arms throughout Terra.

While we can understand the reservations some members of the Assembly might have about selling arms abroad, we believe the selling of conventional arms abroad does absolutely nothing to place dangerous weapons in the hands of others as many other nations already allow conventional arms to be sold abroad.
