| The state shall ensure that every child shall be eligible and shall have the right to basic education, up to high school. The state shall establish schools and institutions to this effect. The law shall be applicable to all regardless of sex, creed, religion or ethnicity. The fundamental right shall be implemented in phases. Basic education for the first five years after the implementation of this law shall be defined as the ability to read, write and understand fluently in an official language of the country. |
