The Minister of Finance (Mrs. Warren-Mhaule of Aqak) proposes this Budget Appropriations Bill for the purposes of facilitating a Public-Private Partnership between the government of the Free Kingdom, the government of the Republic of Kurageri, and several Hawu Mumenhes construction firms and financial institutions.

I now invite the Minister of Finance to address the Gathering regarding details and terms of the Public-Private Partnership.

Thank you, Mr. President.

Mr. President, this finance facility was prompted by a request from the government of Kurageri for international partners to support the completion of Kurageri's national infrastructure development program (link: http://forum.particracy.net/viewtopic.php?p=131147#p131147).

The Kurageri infrastructure development program is a two-part plan for a modern, national network of highways to connect the capitol city of Kuga to Bunigi and Ligembe cities along the eastern corridor, and Gemi and Mesi cities in the west. The A1 Highway Project will cover construction of the eastern corridor from Kuga to Ligembe via Bunigi.

Mr. President, several foreign powers planned to bid for the A1 Highway Project including the governments of Valruzia and Dorvik. I'm happy report, Mr. President, that in late October of this year I reached an agreement with the Kurageri Minister of Infrastucture and Transport for the Hawu Mumenhes government to facilitate the construction of the A1 Highway by Hawu Mumenhes construction firms. Hawu Mumenhes firms will be selected through an application process conducted by the Hawu Mumenhes Ministry of Trade and Industry. Because the Kurageri government has capped the costs of the project at 15 Billion LOD, the application process will not include any cost bidding, but instead will focus on selecting firms with proven track records demonstrating high quality workmanship and timely completion.

Mr. President, the costs of all procurement and hiring for the A1 Highway Project will be borne by the contracted construction firms to be repaid by the Kurageri government in due time. However to allay any potential cash flow challenges due to the size of this Project and to ensure a rapid start to operations, the Hawu Mumenhes financial institutions will be invited to extend factoring loans to the successful construction firms and long term financing to the Kurageri government at prime lending rates of 3% or less. This arrangement will allow construction to begin immediately and ensure that Hawu Mumenhes construction are timely compensated upon completion of the A1 Highway. The title for the A1 Highway will remain with the lenders until repaid by the Kurageri government. As a final element in the finance package, Mr. President, the government of The Free Kingdom will underwrite all lending by the financial institutions in relation to the A1 Highway project by setting aside the total necessary funds so that if party should default on its loan obligations, The Free Kingdom government will step in to repay the defaulted principal and conduct collections processes against the borrower. In the interim the necessary funds will be listed as a liability in the national budget until such time as all principal payments are completed.

Mr. President, under the terms of my agreement with the Kurageri Minister of Infrastructure and Transport, the Hawu construction firms managing the A1 Highway build-out will be required to employ Kurageri-only staffs. This will ensure that household income borne from the project accrues to the growing Kurageri economy. It will also ensure that Kurageri households have a broad base of income resources available to support any increased expenditures on account of highway tolls or higher taxes to help repay the Infrastructure Development Program loans. A final element of the agreement, Mr. President, includes a guarantee by the Kurageri government to extend Right of First Offer to Hawu Mumenhes for all future development projects in Kurageri including the upcoming A2 Highway Project.
