When passed, this bill will remove Hawu Mumenhes from the Global Role Play Accord (GRA) entirely.

The GRA is a Game Rule that allows the Game Moderators to change Hawu Mumenhes's culture, economy, and military. In January 2018, the Moderators presented a draft of the changes they planned to make to all the cultures in the game (http://forum.particracy.net/viewtopic.php?f=5&t=7795). Under the draft plan, the Moderators intended to change Hawu Mumenhes's culture from African (Ancient Egyptian) to German. After I and some other players objected, the Moderators offered to change Hawu Mumenhes's culture from Ancient Egyptian-speaking African American to English-Speaking African American. After more objections from some players, the Moderators decided to postpone their plans to change the game's cultures. The Moderators have not said if or when they will attempt to change the game's cultures again. However, if they ever move ahead with plans like those they presented in January, players in Hawu Mumenhes would no longer be allowed to use the Ancient Egyptian language and culture in our bills, party names and party descriptions, or in our role plays. Other countries in the Esinsundu Empire would also be heavily changed and changes to their cultures could permanently destroy the rationale for creating, joining, and maintaining the Esinsudnu Empire. Finally, all past role play by all Hawu Mumenhes players since the country was created 2 real-life years ago would be completely erased from the game's role play history since the culture, society, and characters which have given rise to all Hawu Mumenhes role play would no longer exist.

For those reasons, I propose that Hawu Mumenhes votes to withdraw from the Global Role Play Accord. If Hawu Mumenhes withdraws from the GRA, the Moderators would still be allowed to suggest cultural, economic, and military changes and guidelines for Hawu Mumenhes, but Hawu Mumenhes players would not be required to abide by those guidelines. We would be free to continue playing our characters, stories, culture, and society the way we have enjoyed doing.

This bill requires 2/3ds of players whose parties hold seats in the Gathering to vote YES in order to pass. Since there are only two players in the country at the time of proposing this bill, that means both players must vote in favor of this bill or it will fail. If the bill fails, then the Moderators will be allowed to change Hawu Mumenhes's culture, economy, military, and society in anyway they want.

MessageOOC: I think I voted for it, but I don't like these sudden changes to the culture. On the other hand, the Accord ensures that one nation isn't being overpowered or making contradictory RP. So I have an idea. How about we not leave it yet and you suggest that any culture changes or anything like that MUST have an RP reason. If they don't, the country(s) don't have to obey it.

1. GRA rulings always have to be obeyed. The GRA is a game rule. Game rules are not changed based on player suggestion, they can only be changed by the moderators. Therefore, the only way to disregard a GRA ruling is to Opt-Out of the GRA.

2. The GRA does not guard against nations being overpowered. In fact, some of the players who support the GRA do so precisely because they want a random group of countries to overpower all other countries in the game.

3. The GRA does not stop contradictory RP. If Hawu Mumenhes does not Opt-Out of the GRA, we would be allowing the moderators to create a contradictory RP by turning Hawu Mumenhes into a German country. The only thing that stops contradictory RP is the Cultural Protocol. If we don't Opt-Out of the GRA, the moderators will be allowed to destroy our Cultural Protocol and replace it with a German Cultural Protocol.

4. You have not voted yes yet. If you do not vote yes, this bill will fail and the moderators will be allowed to turn this country into Germany. If you want to play in Germany, there are 2 countries in the game that are explicitly German countries. You can move to those countries.
