Drusan Law on Opportunity Senators, The Senate recently expanded the Republic's child benefit policies to include large families in addition to low income households. However, similarly to other means-tested welfare systems, this policy, while beneficial for millions of Selucian families, has trapped many into the so-called "welfare trap". Members of low-income families with few children have no incentive of entering low-paid work, as that would lead to the removal of child benefit with no significant increase in total income, thus creating a perverse incentive for such individuals not to work. We believe that creating incentives for all Selucians to enter the labor market is something that all Selucian factions, irrespective of their economic views, would be keen to support. For that reason the Republican Party proposes the establishment of a conditional direct cash transfer system to replace the current means-tested policy, designed to encourage school attendance and vaccination while gradually removing inter-generational poverty, increasing the purchasing power of all citizens, and developing a strong and committed citizenship. One cannot be a good and virtuous citizen on an empty stomach, so we are eager to promote this proposal for both economic and political benefits. Should this bill pass the Republic shall implement a social assistance program titled "Opportunitas" (Opportunity) under the supervision of the Ministry of Health and Social Services, under the following conditions: I. Each household shall receive a monthly direct cash payment of SEN 60 (LOD 28.86) per vaccinated child under the age of 15 and SEN 80 (LOD 38.48) per vaccinated child over the age of 15, provided the child attends school. If the child exceeds the total of permitted school absences, they are dropped from the program and the funds are suspended. II. Each family shall be mailed a Citizen Card, sent preferentially to a female head of household, to which the Opportunitas money is to be transferred and which is to function as a debit card. III. The names of every person enlisted in the program and the amount given to them shall be published online on the program's website. The Ministry of Finance estimates that this program would cost around SEN 16.8 billion, or around 2.7% of our GDP. For this reason we call for an increase in spending for the Ministry of Health and Social Services to finance the Opportunitas program. Considering that the Republic has accumulated a staggering SEN 1 trillion surplus for the last 20 years we have more than enough funds to finance this program. If the Senate believes it necessary we may be persuaded to increase the taxation level to guarantee the long-term implementation of the Opportunitas program.
