PREAMBLE

The Adelia Fibre Project represents the final step in expanding fibre to the premises (FTTP) infrastructure to all Adelians. Back in July 4335 the Hutorian government voted for our first mutual development project, the Acton Fibre Project (http://classic.particracy.net/viewbill.php?billid=553802). We have made important strides since then (http://classic.particracy.net/viewbill.php?billid=559938), but 13,806,920 Adelians are still without access to FTTP.

So, we Ataraxians are here to finish the job and to cover the capital costs of the project completely at a price of $8.9 billion HLR. We have spent the past two decades saving for this project. We feel it is time for it to move forward.

What is FTTP? FTTP is using optical fibre cables to transmit data instead of the less efficient copper cables. This will allow consumers to utilize 1 Gbit/s connections (like downloading a HD movie in less than 10 seconds). This infrastructure upgrade will allow more growth in the information technology sector and will allow for greater consumption of digital goods, benefiting producers and consumers alike.

In addition to the Adelia Fibre Project, we also in service of mutual benefit request to purchase 92.8 km^2 in rural Adelia for the price of $242,797,451 HLR (estimated market value) to expand our communal land to 112.4 km^2. This will give us the land we require to complete upgrades to our present communal infrastructure. To put this into perspective, Adelia has a total of 158,100 km^2, so by no means will this land purchase cause any disruption to Adelian life. In addition, our communes are located in remote areas in northern Adelia, so there will be no effect on other rural communities. To avoid any confusion as is common when referring to "communes", our communes are actually self-sustaining underground research facilities that rely on geothermal power. Our communes currently house 52,200 people, 11,700 which are scientists and 14,040 of which are engineers.

LEGISLATION

This bill proposes the following:

1. The installation of FTTP (fibre to the premises) to the remaining 13,806,920 Adelians (4,602,307* households)

2. Creation of Adelia Fibre, a state-owned enterprise (owned by the Hutorian government) that shall manage and maintain the FTTP infrastructure once it has been installed. Adelia Fibre shall operate as a non-profit and charge users for service use based on market demand, providing free service to homes and residences where economically feasible. The government may choose to privatize or otherwise change the operations of this service in the future if desired unless said changes violate section 6 of this legislation (see below).

3. Connecting the remaining Ataraxian communes to the Commune of Ataraxia via FTTP infrastructure

4. Authorization given to the Ataraxian Confederation to maintain FTTP lines connecting between its communes

5. The Ataraxian Confederation will handle the capital costs of the FTTP infrastructure installment at $8.9 billion HLR (we will cover any overruns)

6. Regardless of who owns the infrastructure in the future, the government should seek to protect consumers from price-gouging and ensure proper upkeep of the infrastructure to maintain original (or superior) performance standards

7. The Ataraxian Confederation should receive no discrimination in usage fees for the FTTP infrastructure (we will pay for usage just like everyone else)

8. The infrastructure will be built by private contractors under supervision of the Hutorian government and the Ataraxian Information Syndicate

9. Expansion of Ataraxian communal territory by 92.8 km^2 in rural Adelia for the price of $242,797,451 HLR (paid by the Ataraxian Confederation)

We greatly appreciate the support of the Conservatives and Ultrackians. We are eager to move this project forward and begin the final installation of FTTP in Adelia. To clarify any potential confusion, FTTP technology already exists, but is not widely implemented in most areas. Adelia will be one of the only places in the world to have it fully utilized. The biggest obstacle to adoption of FTTP is simply its capital costs, which this project is intended to circumvent by having a third-party (us) handle the funding. Once the installation has been completed, maintenance costs will actually be cheaper than that of copper cables - which means less strain on the Hutorian government's budget.

Ultimately this project will help secure the future of Adelia's information technology sector, which is arguably one of the largest emerging sectors in the modern world.
