Section 1: Recognizing that the practice of eminent domain, which is used by the government to legally seize private property from an individual or group creates great inconvenience for this individual or group, determines that eminent domain compensation shall be set by the victimized party in order to protect their rights to their land and property. The compensation shall no longer be set by a third party, since third party ruling often ends at the victim's expense, as the third party does not take into account sentimental value of the property that the government is seizing from the individual. This act shall allow the victimized party to have a say in defending what is rightfully theirs.

Section 2: Allows the government to appeal to a legal court of law in the case that the proposed compensation is inappropriately high or unfair. Appropriate changes to the compensation amount may be decided by the court system.

Section 3: Hereby discourages government utilization of its right to eminent domain, except in cases where it is absolutely necessary.
