This is a full run down continuous reporting commission being formed to investigate criminal activities of the Yakuza Crime Syndicate and its activities within the borders of Sekowo and other neighboring nations.

1. This would establish a commission headed by a co-leadership of two top-end investigators in the Justice Department.
2. This would establish a constant reporting requirement by the commission on any activities revealed in to be in violation of Sekowo's laws and the gathering of information that may be legally used in the court of law to possibly convict members and leaders within the Syndicate.
3. Plea bargains may be used to convict more Yakuza members (with reduction of sentences allowed as part of plea bargains)
4. The commission may only be made up of members of the Justice Department who qualify and show no conflicts of interest in relation to this investigation.
