This is the second part of our Welfare reform. With the combination of these two articles, we can afford to pay tuitions for all schoolars, taking money from the funds that were given to private schools. |

Old value:: The funding of private schools is the responsibility of local governments.
Current: Private educational institutions receive no government funding whatsoever.
Proposed: Private educational institutions receive no government funding whatsoever.
Article 2
Proposal[?] to change Higher education tuition policy.
Old value:: The government subsidizes higher education tuition to a certain amount, the rest is covered by the individual students. This includes scholarship programs.
Current: The government does not subsidize tuition, students must pay for higher education themselves. This does not include scholarship programs.
Proposed: The government fully subsidizes tuition.
