This assembly understands the importance of promoting civic engagement and duty. With this legislation it seeks to reinforce civic engagement and pride with the citizens of this great country. It also recognises the need for citizens to have essential skills for during times of war, when the standing army is embroiled in conflict civil defence units may be called upon to protect the country within whilst armed forces protects its borders and interest outside of our borders.
