| After the foundation of the state TOC, much focus was placed on building up an independent rail system for the usage of the TOC. However, this project has been slow moving. For this reason, we propose the following bill: TEXT: The state TOC is hereby authorized to rent railroad tracks from private TOCs for their own usage. Arbitration on the cost of rent will be conducted by the UNAC. From here until the end of construction, the state TOC will operate on private lines until the end of the construction of the state network. |
