| The choices one makes regarding their health starts at a young age. With the prevailance of just private sports clubs, the proletariat is increasingly excluded due to the costs that are incurred from particpation. Sports clubs are about physical activity and social development. By removing it from the federal jurisdiction down to the prefecture jurisdiction, the issue can be better addressed. Each prefecture has a different demographic makeup and therefore different needs. |
